A BILL

for

AN ACT relating to the administration of government; creating the select committee on government consolidation and reduction; providing for membership and duties of the select committee; requiring reports; providing an appropriation; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1
.

(a)

There is created the select committee on government consolidation and reduction consisting of the following members:

(i)

Five (5) members of the senate appointed by the president of the senate. The president of the senate shall designate a cochairman of the select committee;

(ii)

Five (5) members of the house of representatives appointed by the speaker of the house of representatives. The speaker of the house shall designate a cochairman of the select committee.

(b)

Appointments to the select committee by each presiding officer shall reflect as nearly as possible the percentage of the elected membership of the majority and minority parties of each house, provided that not more than four (4) members appointed by each presiding officer shall be from the same political party.

(c)

The select committee shall identify and recommend standards and options for reorganizing, consolidating or reducing the number of school districts, community colleges, counties, cities and legislative districts in the state and the number of legislative committees currently in existence or created by the Wyoming legislature.

(d)

The select committee shall submit its findings and any recommendations to the management council no later than October 1, 2020, with a final report no later than October 1, 2021. The management council shall review the findings and recommendations and may sponsor any legislation it deems appropriate for consideration by the legislature.

(e)

The select committee shall hold at least six (6) meetings per year. The select committee shall be staffed by the legislative service office. School districts, community colleges, counties and cities shall provide information and assistance to the select committee as requested by the select committee.

(f)

The select committee shall exist until December 31, 2021.

Section 2.

There is appropriated one hundred thousand dollars ($100,000.00) from the general fund to the legislative service office for purposes of providing salary, mileage and per diem to members of the select committee on government consolidation and reduction and for
other expenses of the select committee authorized by law or policy of the legislature. This appropriation shall be for the period beginning with the effective date of this act and ending June 30, 2022. This appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30, 2020.

Section 3.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
