Plain English Breakdown

The official summary does not provide detailed information about the specific processes or criteria for assessing kindergarten readiness, which may be left open to interpretation by individual school districts.

Kindergarten Start Date

This law changes when a child must be five years old to start kindergarten from September 15 to August 1 and adds rules for school districts about letting children start earlier if they are ready.

What This Bill Does

  • Changes the date by which a child must turn five to register for kindergarten from September 15 to August 1.
  • Requires each school district's board of trustees to create a process to decide whether a child is mature enough to start kindergarten early, if requested by their parent or guardian based on the pupil's kindergarten readiness assessment score.
  • Updates other laws about when children have to attend school and how old they must be to register for preschool or first grade.

Who It Names or Affects

  • Children who are five years old by September 15 can now start kindergarten if they turn five by August 1.
  • Parents and guardians of children applying for early kindergarten entry based on the pupil's kindergarten readiness assessment score.
  • School districts' boards of trustees responsible for assessing readiness for early entry.

Terms To Know

Kindergarten Readiness Assessment Score
A score that shows if a child is ready to start kindergarten based on their maturity and skills.
Board of Trustees
The group in charge of managing each school district's policies and decisions.

Limits and Unknowns

  • This law only affects children who will be starting kindergarten after August 1, 2021.
  • It does not change the rules for students already registered to start kindergarten during the 2020-2021 school year.

Amendments

These notes stay tied to the official amendment files and metadata from the legislature.

HB0174H2001

2nd reading • Representative Lindholm

Failed

Plain English: The amendment allows parents or guardians to request a delay until October 15 for their child's kindergarten start date, with the school board deciding based on the child's maturity.

  • Adds new paragraph (xxxvii) to W.S. 21-3-110(a), which gives boards of trustees the authority to approve or deny requests to extend a child’s kindergarten registration deadline until October 15.
  • Inserts 'or October 15 if pursuant to an agreement under W.S. 21-3-110(a)(xxxvii)' after several mentions of 'August 1' in the bill.
  • The amendment does not specify how school boards should assess a child's maturity for extending the registration deadline.
  • It is unclear what happens if parents or guardians disagree with the board’s decision on extending the timeframe.
HB0174H3001

3rd reading • Representative Duncan

Adopted

Plain English: The amendment adds a new section that allows school boards to approve or deny requests for children to start kindergarten based on their readiness assessment scores and sets September 15 as an alternative start date if the board agrees.

  • Adds a new paragraph (xxxvii) in W.S. 21-3-110(a), which gives school boards the authority to approve or deny requests for children to enter kindergarten based on their readiness assessment scores.
  • Inserts 'or September 15 if pursuant to an agreement under W.S. 21-3-110(a)(xxxvii)' after several mentions of 'August 1' in different sections, allowing a later start date for kindergarten.
  • The exact criteria and process for the readiness assessment are not specified in this amendment text.
HB0174SS001

Standing Committee • Senate Education Committee

Adopted

Plain English: The amendment changes the term 'agreement' to 'approved request' in several places and adds conditions related to when a child starts kindergarten.

  • Replaces 'agreement' with 'approved request' at multiple points in the bill text.
  • Adds language specifying that certain provisions apply if the child started kindergarten.
  • The amendment's technical changes make it hard to fully explain without context from the original bill.
