HB0227H2001

2nd reading • Representative Laursen

Failed

Plain English: The amendment changes the per diem rate for legislators who live close to the Wyoming Capitol during general and budget sessions.

  • Changes 'increasing' to 'amending' in the bill's title.
  • Adds a new rule that sets the daily per diem rate at $54.50 for legislators whose homes are within 25 miles of the Wyoming Capitol during general or budget sessions.
  • The amendment does not specify how this change will affect other parts of the bill or existing legislation.
HB0227HW001

Committee of the Whole • Representative Eyre

Adopted

Plain English: The amendment modifies the bill to specify certain legislative activities for per diem rates, add applicability provisions, adjust dollar amounts and references in the text, and insert a new paragraph regarding specific daily rates during sessions.

  • Adds 'specified' after 'rate for' on page 1 line 2.
  • Inserts 'providing applicability;' after 'rate;' on page 1 line 4.
  • Inserts a new paragraph (ii) with details about the per diem rate during general and budget sessions, excluding non-legislators whose rates are based on legislator rates.
  • Adjusts the dollar amount from $500,000.00 to $150,000.00.
  • The amendment text does not provide full context for all changes, so some implications are unclear without reviewing the original bill.
HB0227S2001

2nd reading • Senator Bouchard

Failed

Plain English: The amendment adds a new provision allowing the management council to reduce per diem rates for legislators during local meetings or short-duration meetings under certain conditions.

  • Adds language that permits the management council to decrease per diem payments for legislators if they attend local meetings or meetings of short duration.
  • The amendment does not specify how much the reduction can be, only that it must apply equally to interim meetings and general sessions.
  • It is unclear what constitutes a 'local meeting' or 'meeting of short duration'.
HB0227S2002

2nd reading • Senator James

Failed

Plain English: The amendment modifies the bill to set a maximum per diem rate for legislative activities and specifies that reimbursement will be based on actual expenses up to this limit.

  • Adds 'maximum' before the statutory per diem rate for specified legislative activities.
  • Inserts language stating that reimbursement shall be based on actual expenses, not exceeding the maximum applicable per diem rate.
  • Includes a new subsection (e)(v) detailing payment conditions during interim periods.
  • The amendment's text is technical and may require further clarification to understand all implications fully.
