A BILL
for
AN ACT relating to school buildings and facilities; requiring a study on the suitability, capacity and condition of school buildings and facilities; authorizing contracting with a consultant; requiring reporting; providing an appropriation; and providing for an effective date.
Be It Enacted by the Legislature of the State of Wyoming:
Section 1
.
(a)
The school facilities commission shall study the suitability, capacity and condition of all public school
buildings and school facilities in Wyoming. The state construction department, as approved by the commission, may contract with a consultant to assist with the study required by this act.
(b)
The school facilities commission shall provide updates on the study required by this act at the request of the joint appropriations committee or the select committee on school facilities. Not later than October 15, 2021, the school facilities commission shall report to the joint appropriations committee and the select committee on school facilities on the status of the study required by this act.
Section 2.
There is appropriated six million dollars ($6,000,000.00) from the strategic investments and projects account to the state construction department for the purposes of this act. This appropriation shall be for the period beginning with the effective date of this act and ending June 30, 2022. This appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30,
2022. It is the intent of the legislature that this appropriation not be included in the state construction department's standard budget for the immediately succeeding fiscal biennium.
Section 3.
This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
