A BILL

for

AN ACT relating to school finance; providing for the reduction of funding for school capital construction projects if necessary; limiting district expenditure of major maintenance payments for safety and security needs as specified; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

For the period beginning July 1, 2020 and ending June 30, 2022, if the sum of the actual revenues and transfers to the school capital construction account under 2020 Wyoming Session Laws, Chapter 80, Section 300, including any amendments enacted during the 2021 general
session to that section, are less than the appropriations from the school capital construction account, the governor shall use his authority under W.S. 9-2-1005(b)(ii) to reduce the appropriations for projects authorized under 2020 Wyoming Session Laws, Chapter 80, Section 313, including any amendments enacted during the 2021 general session to that section, to equal the sum of actual revenues and transfers to the school capital construction account.

Section 2.

Notwithstanding 2020 Wyoming Session Laws, Chapter 80, Section 2, Section 027, footnote 1, including any amendments enacted during the 2021 general session to that footnote, for the period beginning on the effective date of this act and ending June 30, 2022, a district shall not expend any funds distributed under W.S. 21-15-109(b) on school building and facility safety and security needs.

Section 3.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
