A BILL
for
AN ACT relating to K-12 education funding; reducing the minimum time schools are to be operated; amending and repealing components within the education resource block grant model; specifying applicability of a temporary external cost adjustment; and providing for an effective date.
Be It Enacted by the Legislature of the State of Wyoming:

Eligibility to share in distribution of money from foundation account; mandatory financial reporting.
(a)
Each district which meets the following requirements is eligible to share in the distribution of funds from the foundation account:
(ii)
Operated all schools for a term of at least
one hundred eighty

days or the number of days or equivalent hours authorized under an alternative schedule approved by the state board during the previous school year.
If the school term of any school in a district was less than

2011 Wyoming Session Laws, Chapter 185, ATTACHMENT "A" (b)(xxvi) and (xxvii), as amended by 2017 Wyoming Session Laws, Chapter 205, ATTACHMENT "A" (b)(xxvi) and (xxvii), is amended to read:

Section 4.
2011 Wyoming Session Laws, Chapter 185, ATTACHMENT "A" (b)(vi), as amended by 2017 Wyoming Session Laws, Chapter 205, ATTACHMENT "A" (b)(vi), is repealed.
Section 5.
(a) Education resource block grant model salaries as amended by this act for teachers, principals, assistant principals, superintendents, assistant superintendents and business managers shall be adjusted in accordance with the elimination of the external cost adjustment contained in 2020 Wyoming Session Laws, Chapter 80, Section 205, as provided by that act, unless otherwise provided for by law.
(b) Education resource block grant model salaries as amended by this act for aides, library media technicians, central office secretaries, school secretaries, school
clerical staff, maintenance workers/groundskeepers and custodians shall not be adjusted in accordance with the external cost adjustment contained in 2020 Wyoming Session Laws, Chapter 80, Section 205 for the 2021-2022 school year, as provided by that act, or in accordance with the elimination of the external cost adjustment contained in 2020 Wyoming Session Laws, Chapter 80, Section 205 for the 2022-2023 school year, as provided by that act, unless otherwise provided for by law.
Section 6.
This act is effective July 1, 2021
