Summary/Major Elements:
This act creates the Capital Square Preservation Account.
This act provides funding for state construction projects, including community college projects and other state agency projects, in the following amounts:
$12,000,000 in General Funds;
$16,895,000 in Federal Funds;
$37,001,845 in Other Funds; and
Up to $103,405,740 in private funds, federal American Rescue Plan funds, or a combination thereof.
This act appropriates
$6,000,000
from the General Fund to the University of Wyoming (University) for design and construction of projects selected by the University Board of Trustees to be matched in a ratio of $1.00 General Fund to $1.00 other funds.
This act authorizes the Northern Wyoming Community College District to accept the transfer of ownership of two (2) facilities to be used to house a construction technology program.
This act authorizes the Central Wyoming Community College (CWC) to purchase not more than five (5) acres in Teton County, Wyoming to be used as the site for the CWC Jackson Outreach Center.
This act reappropriates up to $1,880,000 of unexpended, unobligated funds from 2018 Wyoming Session Laws, Chapter 136, Section 4(a)(i), as amended by 2019 Wyoming Session Laws, Chapter 205, Section 2, from the Maghee Building remodel to the Emerson Building remodel for the Department of Family Services.
This act appropriates
$20,000
for the Strategic Investments and Projects Account (SIPA) for the continuation of the Casper State Office Building Advisory Task Force.
Of this appropriation, $10,000 is appropriated to the Legislative Service Office and $10,000 is appropriated to the State Construction Department for the purposes of supporting the advisory task force.
This act creates a subcommittee with three (3) members of the Legislature's Management Council and three (3) members of the State Building Commission to jointly oversee development of the design plans and construction of the interpretive exhibits and wayfinding in the Capitol, Capitol Extension, and the Herschler Building and requires a report to Management Council and the State Building Commission.
This act appropriates
$2,000,000
SIPA to the Capitol Square Preservation Account which is further appropriated to the State Construction Department for design and construction of interpretive exhibits and a wayfinding system and signage determined in conjunction with the subcommittee.
This act authorizes private revenue, including federal funds from qualifying capital construction grant funds allocated to the state under section 604, coronavirus capital projects fund, of the American Rescue Plan Act, P.L. 117-2, to be used for higher education projects in amounts specified. The Governor, in conjunction with the State Construction Department shall submit applications to secure available funds and shall require matching funds in an appropriate ratio when submitting applications.
