A BILL

for

AN ACT relating to state lands; authorizing the board of land commissioners to sell certain land parcels as specified; authorizing consideration of other methods for transferring lands; specifying a date for the end of the authorization; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1
.

(a)

The board of land commissioners is authorized to sell to the United States or a federal agency, the parcel known as the Kelly Parcel on Gros Ventre Road containing
six hundred forty (640) acres, more or less, and being more particularly described as: Section 36, Township 43 North, Range 115 West, 6th P.M., Teton County, Wyoming.

(b)

Any conveyance authorized by subsection (a) of this section shall be by direct sale for cash. Proceeds from the sale of the parcel specified in subsection (a) of this section shall be deposited to the common school account within the permanent land fund.

(c)

If parcels are sold as provided under this act, this act shall serve as any legislative approval necessary to conduct the sale pursuant to 2011 Wyoming Session Laws, Chapter 51, Section 2.

(d)

The board of land commissioners may, pursuant to a sale of a parcel specified in subsection (a) of this section, deliver to the department of the interior, in a form reasonably acceptable to the department, a document or form of deed conveying title to the parcel described in subsection (a) of this section only upon receipt of any required funds provided by the federal government as
consideration for the parcel being sold to the federal government.

(e)

The sale of the parcel specified in subsection (a) of this section may be divided into multiple transactions, provided that the sale is completed in its entirety not later than the date specified in section 3 of this act.

(f)

The board of land commissioners is authorized to accept funds from another entity on behalf of the United States or a federal agency purchasing the parcel specified in subsection (a) of this section, provided that the sale and conveyance of the parcel is only to the United States or a federal agency.

Section 2.

The board of land commissioners may explore alternatives for payment other than cash as authorized by section 1 of this act, including an exchange for parcels owned by the federal government within the state, acquisition of mineral rights and an increase in federal mineral royalties paid to the state of Wyoming. Any
alternative method of payment, other than cash as authorized by section 1 of this act, shall require legislative approval.

Section 3.

The authorization of the board of land commissioners to convey or sell the parcels pursuant to section 1 of this act shall expire on December 31, 2025.

.

This act is effective
immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
