Be It Enacted by the Legislature of the State of Wyoming:

203(b) by creating a new paragraph (ix) is amended to read:

Right of inspection; grounds for denial; access of news media; order permitting or restricting disclosure; exceptions.

(b)

The custodian may deny the right of inspection of the following records, unless otherwise provided by law, on the ground that disclosure to the applicant would be contrary to the public interest:

(ix)

Peace officer recordings, except that notwithstanding any other provision of this act and subject to paragraphs (c)(ii) and (d)(i) and (ii) of this section and W.S. 16

204, the custodian shall allow the right to inspect and copy the peace officer recording in its entirety not later than seventy
‑
two (72) hours after the date of the acknowledged receipt of the request:

(A)

To law enforcement personnel or public agencies for the purpose of conducting official business or pursuant to a court order;

(B)

To a person in interest in a peace officer recording;

(C)

If the peace officer recording involves an incident of deadly force or serious bodily injury as defined in W.S. 6

104(a)(x); or

(D)

In the interest of public safety.

Section 3.

This act shall apply to all requests for the inspection of a peace officer recording on and after July 1, 2021 regardless of the date the recording was created.
