Be It Enacted by the Legislature of the State of Wyoming:

(a)

The public service commission shall conduct public hearings and establish an appropriate system to regulate the rates, terms and conditions of
customer

generators by all electric utilities for electricity produced from net metering systems first operational on or after July 1, 2022. In establishing and maintaining the system, the commission shall balance the interests of customer
‑
generators with those of electric utilities and ratepayers to ensure the availability of safe, adequate and reliable electricity service at just and reasonable rates provided that, except on a de minimis basis, other customers are not being subsidized by customer
‑
generators and customer
‑
generators are not being subsidized by other customers.

The commission shall establish the system under this subsection by April 1, 2022.

(b)

This article is repealed July 1, 2031.

Section 2.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
