A BILL
for
AN ACT relating to the legislature; authorizing joint interim committees to select interim topics; amending authority of the management council to assign or reject interim topics for joint interim committees; making conforming amendments; amending provisions related to studies that must be approved by management council as specified; limiting management council authority as specified; requiring management council policy changes; and providing for an effective date.

Direction by legislature during sessions; joint interim committees; requests for services; establishment of priorities; appointment of select committees; vacancies; enlarging committees; additional requirements.
(b)
When the legislature is not in regular or special session, the respective standing committees of the house and senate shall function as joint interim committees. Each of these interim committees
shall select a prioritized list of interim topics to consider during the interim. Management Council may assign additional topics to a joint interim committee for study. Joint interim committees
may request the office to perform specific studies and services
that will incur additional costs
for the interim committee conditioned only upon receipt of prior approval of the committee's request by the management council.
All priorities based upon limitation of time and appropriation of the office shall be established by the management council and followed by the interim committees and individual legislators.
Management council shall only limit the number and scope of interim topics to be studied by an interim committee based on the availability of funding and
staffing as determined by the management council. Removal of any topic under these constraints shall start with those topics assigned the lowest priority by the interim committee and move sequentially to the next lowest priority.
Any specific study or service that is approved by the management council, including bill drafting and prefiling, shall be done under the supervision of the appropriate interim committee or the individual legislator.
Any joint interim committee may request management council approval for additional meeting days or an increase in the committee's budget, which management council shall not unreasonably deny. In addition to other authority granted and limitations imposed by this subsection, management council may:
(i)
Assign additional topics to a joint interim committee;
(ii)
Reassign topics selected by a joint interim committee to another joint interim committee or a select committee pursuant to subsection (c) of this section;
(iii)
Combine one (1) or more topics to be studied by a joint interim committee.
(c)
The management council shall have the right, when a joint interim committee is not performing
its assigned
an approved
study or
when
a special study is desired, to
appoint
create or designate
a select committee of not less than three (3) members
without regard to its house or senate makeup
to carry out the duties of the interim committee or the special study.
The following shall apply to any select committee created by management council under this subsection:
(i)
The president of the senate and the speaker of the house of representatives shall appoint the same number of members from the respective chambers as that membership number is determined by management council;
(ii)
A select committee appointed under this subsection shall only operate during the interim for which it was appointed and may only be continued by the passage of a standalone bill. The management council may sponsor a
bill for the sole purpose of continuing a select committee first appointed under this subsection;
(iii)
Management council shall not establish any special or select committee to study a topic in the interim that deals with the same or a materially same subject as any bill that failed to pass either chamber in the immediately preceding session;
(iv)
If a bill is drafted at the request of a select committee that addresses a subject that is within the purview of a materially similar subject studied by a joint interim committee, the bill shall be referred to the joint interim committee for sponsorship, notwithstanding any provisions to the contrary.
(d)
Upon request by a joint interim committee, t

The management council shall update and revise any necessary policies and procedures to fulfill the requirements of this act.
Section 3
.
This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution
