Be It Enacted by the Legislature of the State of Wyoming:

payments; conditions; annual reports; reversion of appropriations.

(a)

Subject to subsection (b) of this section, t
he state treasurer shall administer the university athletics challenge account established under this article.

The following shall apply:

(b)

Beginning July 1, 2024, the state treasurer shall not make any matching qualifying contributions under this article unless the University of Wyoming attains a student
‑
athlete ratio of not less than thirty percent (30%) of student athletes enrolled at the university who are graduates of a Wyoming high school or Wyoming community college and are participating in national collegiate athletic association division one (1) intercollegiate athletics. The student
‑
athlete ratio required for the state treasurer to make matching qualifying contributions under this subsection shall increase to forty percent (40%) beginning July 1, 2026 and shall increase to fifty percent (50%) beginning July 1, 2028.

Section 2

Not later than July 1, 2023, the state treasurer shall promulgate any rules necessary and the University of Wyoming shall take any action necessary to implement this act.

Section 3.

(a)

Except as otherwise provided by subsection (b) of this section, this act is effective July 1, 2022.

(b)

Sections 2 and 3 of this act are effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
