Orders, rules and regulations relative to exchange of lands; public notice.
(b)
Any person as defined by W.S. 8-1-102(a)(vi), including any government, political subdivision of a government, governmental agency or local governmental agency, desiring to propose lands to be exchanged under this act shall file with the board of land commissioners an application on a form approved by the board, which shall be accompanied by documentation evidencing the value of the lands proposed through the exchange in compliance with the valuation requirements under subsection (a) of this section. The board may request any additional information as specified by rule of the board. Upon receipt of any land exchange application under this subsection and before implementing an exchange of the proposed lands, the board shall conspicuously post notice of the proposed land exchange on the board's official website subject to the following requirements:
(i)
The notice shall be posted upon determination of the director to proceed with the proposed land exchange and the board receives the land exchange application required under this subsection. The notice
shall remain posted until the board takes final action on the proposed land exchange; and
(ii)
The notice shall specify the process through which members of the public can obtain additional information and comment on the land exchange proposal.
Section 2

The board of land commissioners shall promulgate any rules necessary to implement this act on or before December 1, 2022.
Section 3.
(a)
Except as otherwise provided in subsection (b) of this section, this act is effective December 1, 2022.
(b)
Sections 2 and 3 of this act are effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
