Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

Annual renewal; delivery of license plates and stickers; staggered registration; permanent registration of utility trailers.

(n)

The owner of a utility trailer as defined in W.S. 31
‑
1
‑
101(a)(xxiii)(C) that is not less than eleven (11) years old and is subject to registration fees under W.S. 31
‑
2
‑
201 may permanently register the utility trailer upon payment of:

(i)

A permanent registration administration and decal fee in the amount of eighty
‑
seven dollars and fifty cents ($87.50);

(ii)

The applicable title, registration and license fees under title 31, chapter 2, articles 1 and 2 and chapter 3 of the Wyoming statutes, if the utility trailer has not previously been titled, registered and had a license plate issued. For a utility trailer that has previously been titled, registered and issued a license plate and that is currently registered and subject to annual renewal, the owner may continue to use the plate
issued at the time the owner most recently registered the utility trailer. An owner may instead pay the applicable fees under this paragraph and be issued a new or specialty plate for permanent registration under this subsection; and

(iii)

An amount equal to five (5) times the applicable fees under W.S. 31

102 plus any donation amounts under W.S. 31

101(h) or (j). Any donated amount shall not be subject to the requirement to pay five (5) times the applicable amount. If an owner chooses to display a specialty plate on the permanently registered utility trailer, the owner shall pay five (5) times the applicable fees for the specialty plate for permanent registration under this subsection.

(o)

The owner of a utility trailer that is permanently registered under subsection (n) of this section shall affix a permanent registration decal in the upper right corner of the permanently registered utility trailer's license plate. The owner of a utility trailer that is permanently registered under subsection (n) of this
section is not subject to additional registration fees for as long as the owner owns the utility trailer.

(p)

The permanent registration of a utility trailer under subsection (n) of this section shall not be transferred to a new owner. If the utility trailer is transferred to a new owner, the department shall cancel the utility trailer's permanent registration and the transfer of the utility trailer is subject to W.S. 31

214. Upon transfer of a utility trailer that had been permanently registered under subsection (n) of this section to a new owner, the new owner shall apply for a certificate of title under W.S. 31
