SF0080H3001

3rd reading • Representative Simpson

Adopted

Plain English: The amendment increases the funding amount for a water project from thirty million to thirty-five million dollars.

  • Increases the funding amount from $30,000,000 to $35,000,000 in two places within the bill.
SF0080SS001

Standing Committee • Senate Agriculture, State and Public Lands & Water

Adopted

Plain English: The amendment changes how interest rates are calculated for certain water development projects by setting a minimum rate based on an average prime interest rate from large U.S. banks.

  • Adds language to set the annual interest rate 'equal to the average prime interest rate as determined by the state treasurer, but not less than an annual interest rate of 4%'.
  • Specifies that the state treasurer must calculate this average using at least 75% of the thirty largest banks in the United States.
  • The exact impact on water development projects is unclear without additional context about how these rates are currently applied and what changes they will bring.
SF0080SS002

Standing Committee • Senate Appropriations Committee

Adopted

Plain English: The amendment modifies certain sections of the bill to prioritize the use of specific federal funds for eligible projects before using state water development account funds.

  • Adds conditions that require the use of unspent federal Coronavirus State Fiscal Recovery Funds from Wyoming, if available and not otherwise appropriated in the 2022 legislative budget session, for certain water projects before allowing expenditures from the state's Water Development Account I.
  • The exact impact on project funding depends on whether eligible projects are actually funded through the specified federal recovery funds.
