Instruction in state and federal constitutions required; limitation; satisfactory examination a prerequisite to graduation.

(a)

All schools and colleges in this state that are supported in any manner by public funds shall give instruction in the essentials of the United States
constitution and the constitution of the state of Wyoming, including the study of and devotion to American institution and ideals, and no student shall receive a high school diploma, associate degree or baccalaureate degree without satisfactorily passing an examination on the principles of the constitution of the United States and the state of Wyoming.

The instruction shall be given for at least three (3) years in kindergarten through grade eight (8) and for one (1) year each in the secondary and college grades.

(b)

Instruction on the topics enumerated in this section and any supporting materials shall be consistent with the following principles of individual freedom:

(i)

No person is inherently racist, sexist or oppressive, whether consciously or unconsciously, solely by virtue of his race or sex;

(ii)

No race is inherently superior to another race;

(iii)

No person shall be discriminated against or receive adverse treatment solely or partly on the basis
of race, color, national origin, religion, disability or sex;

(iv)

Meritocracy or traits, including a hard work ethic, are not racist but are fundamental to the right to pursue happiness and to be rewarded for industriousness;

(v)

No person, by virtue of his race or sex, bears responsibility for actions committed in the past by other members of the same race or sex;

(vi)

No person shall be made to feel discomfort, guilt, anguish or any other form of psychological distress on account of his race;

(vii)

Instructional personnel may facilitate discussions and use curricula to address, in an age
‑
appropriate manner, the topics of sexism, slavery, racial oppression, racial segregation and racial discrimination, including topics relating to the enactment and enforcement of laws resulting in sexism, racial oppression, racial segregation and racial discrimination. Classroom instruction and curricula shall not be used to
indoctrinate or persuade students to a particular point of view inconsistent with the principles of this subsection or state academic standards.
