Plain English Breakdown

The exact amounts and prioritization details for projects other than carcass management are provided in the official source material but were simplified in the summary.

Funding for Solid Waste Cease and Transfer Projects

This law sets up a list of projects to close or transfer solid waste facilities, allows spending previously set aside money on these projects, gives the Department of Environmental Quality some power to change this list, and requires yearly reports about how the money is spent.

What This Bill Does

  • Creates an updated priority list for cease-and-transfer projects for municipal solid waste facilities.
  • Allows the use of funds already appropriated by previous laws for these specific projects.
  • Gives the Department of Environmental Quality (DEQ) permission to modify the order of projects on this list if it helps efficiency, readiness, compliance with rules, or addresses urgent environmental issues.
  • Sets aside $100,000 specifically for managing animal carcasses in a safe way.
  • Requires the DEQ to report yearly by October 15th about any changes made to the project list and how funds were used.

Who It Names or Affects

  • The Department of Environmental Quality (DEQ) will manage the projects and make decisions based on this law.
  • Municipal solid waste facility operators who can apply for funding from the program.
  • Local communities that have facilities listed in the priority project list.

Terms To Know

Solid Waste Disposal District (SWDD)
An area designated by law to manage solid waste disposal.
Carcass Management Project
A project that deals with the safe handling and disposal of animal carcasses.

Limits and Unknowns

  • The bill does not specify how much money is available for each project beyond the $100,000 set aside for carcass management.
  • It's unclear what happens if a project listed in the priority list cannot be completed due to unforeseen circumstances.
