Adopted
Plain English: The amendment changes the bill to require the state game and fish commission to establish rules for antler and horn collection seasons instead of just providing authority, and sets a specific effective date.
Changes 'providing' to 'requiring' in the bill's title, indicating that rulemaking is now mandatory rather than optional.
Removes references to 'public' where applicable and replaces them with 'state or public', specifying state involvement.
Replaces 'may' with 'shall' on page 2, line 23, making it a requirement instead of an option for the commission.
Adds a new section setting the effective date of the act to July 1, 2023.
The amendment text does not provide details on what specific rules will be established by the game and fish commission.
