Definitions.
(a)
As used in this act:
(xxi)
"Directly involved" means any person who maintains, services or has access to the inner workings of skill based amusement games provided by the vendor at a permitted establishment in Wyoming;
(xxii)
"Manufacturer" means a person engaged in the business of constructing skill based amusement games or software or selling skill based amusement games or software to vendors.

(a)
Skill based amusement games
operating in the state in accordance with the provisions of 2020 Wyoming Session Laws, Chapter 114 shall be allowed to continue operation

304.
Required permits and licenses; applicable fees; tax imposition; taxation rate; distribution.
(a)
Any person seeking to obtain or renew any license, permit or decal as required under this section shall submit an application to the commission on a form prescribed by the commission. Upon approval of an application by the commission:
(iii)
An employee of a vendor who is directly involved in the possession or distribution of skill based amusement games shall be issued a license and required to pay an annual fee of fifty dollars ($50.00);
(iv)
A manufacturer shall be issued a license to construct skill based amusement games or software or sell skill based amusement games or software operated in Wyoming and shall be required to pay an initial license fee of ten thousand dollars ($10,000.00) and then an annual license renewal fee of five thousand dollars ($5,000.00).
(e)
As part of the licensing process and before receiving or renewing a license specified in paragraph (a)(iv) of this section, each manufacturer shall provide to the commission a written certification that the manufacturer's skill based amusement games do not possess any hardware feature that can be manually activated, or a software feature that can be altered, by the vendor.
