HB0185SW001

Committee of the Whole • Senator Hicks

Corrected, Failed

Plain English: The amendment changes the distribution of funds to local governments, altering how and when cities, towns, and counties receive money from the state.

  • Deletes sections related to funding distributions and replaces them with new rules for allocating $26.25 million in equal amounts twice a year to eligible municipalities based on population size categories.
  • Specifies that 34% of the total amount will be allocated equally among counties, while smaller population ranges receive progressively larger percentages of the funds.
  • The amendment text does not provide details about how the remaining sections (after the inserted content) are affected or what happens to deleted parts beyond the new allocations.
  • It is unclear from this excerpt alone how previous conforming changes mentioned in the bill title would be impacted by these deletions and insertions.

Catch Title:

Local government distributions-revisions.

Subject:

Local government distributions.

Summary/Major Elements:

In the 2022 budget session, the Legislature made an appropriation for purposes of distributing funds to cities, towns and counties under the local government distribution formula. The local government distribution formula calculates an amount for each city, town and county based on various factors including population, assessed valuation and per capita sales and use tax collection. The appropriation was in the amount of one hundred five million dollars ($105,000,000.00) over a two (2) year period or fifty-two million five hundred thousand dollars ($52,500,000.00) per year of the biennium.

This act increases the amount of the appropriation to one hundred thirty-one million two hundred fifty thousand dollars ($131,250,000.00), so that seventy-eight million seven hundred fifty thousand dollars ($78,750,000.00) will be available for distribution under the local government distribution formula in the second year of the biennium.

The above summary is not an official publication of the Wyoming Legislature and is not an official statement of legislative intent.

While the Legislative Service Office endeavored to provide accurate information in this summary, it should not be relied upon as a comprehensive abstract of the bill.
