Plain English Breakdown

The candidate explanation included details about penalties that are not fully supported by the plain text of the bill, such as specific dollar amounts for fines.

High Occupancy Vehicle Lanes Act

This law allows transportation officials to create lanes on roads for vehicles with at least two people and sets rules about who can use these lanes.

What This Bill Does

  • Allows the director of transportation or local authorities to make certain road lanes special lanes only for cars with more than one person inside, except they cannot designate the only available lane in a given direction as such.
  • Specifies that motorcycles and public buses can also use these lanes regardless of occupancy.
  • Requires fines for drivers who break this rule by using a high occupancy vehicle lane without having at least two people in their car.
  • Tells the transportation department to make rules about how to set up and manage these special lanes.

Who It Names or Affects

  • Drivers of cars, motorcycles, and public buses
  • Transportation officials who run roads

Terms To Know

High occupancy vehicle lane
A special road lane for vehicles with at least two people inside.
Public transportation vehicle
A bus or other vehicle that carries many people and is run by the government or a company they work with, providing services to the general public or schools.

Limits and Unknowns

  • The law does not specify what happens if someone breaks this rule more than three times.
  • It's unclear how much it will cost to set up these special lanes on roads.
