A BILL

for

AN ACT relating to public safety communications; providing an appropriation; establishing funding priority order; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1
.

(a)

There is appropriated eight million six hundred thousand dollars ($8,600,000.00) from the general fund to the department of transportation for purposes prioritized in subsection (b) of this section. This appropriation is for the period beginning with the effective date of this act and ending June 30, 2024. This appropriation shall not be transferred or expended for any other purposes and any unobligated, unexpended funds remaining from this appropriation shall revert as provided by law on June 30, 2024. It is the intent of the legislature that this appropriation be included in the standard budget for the department of transportation for the immediately succeeding fiscal biennium and thereafter.

(b)

The appropriation under subsection (a) of this section shall only be expended for purposes of the statewide public safety interoperable radio communications system commonly referred to as WyoLink.

Funding shall be distributed for WyoLink purposes in the order of priority listed below, funding each priority in full before expending any funds for the next priority:

(i)

Operations and maintenance, including offsetting any charges to local government users of the system;

(ii)

Acquisition or lease and maintenance of state and local government user equipment;

(iii)

Infrastructure development and expansion;

(iv)

Other expenses.
