A BILL

for

AN ACT relating to school building and facility projects; requiring the school facilities commission, the state construction department, the department of administration and information and the state building commission to assist Natrona County school district number one in acquisition of a facility located in Casper, Wyoming for the delivery of the required educational program as specified; exempting the sale of a property from the requirement for fair market value; requiring reporting; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1
.

(a)

Notwithstanding any other provision of the law, from funds appropriated under 2022 Wyoming Session Laws, Chapter 51, Section 313(j)(ix), the school facilities commission, the state construction department, the department of administration and information and the state building commission shall provide assistance at the request of Natrona County school district number one as necessary to obtain legal title to the facility formerly known as the school for the deaf in Casper, Wyoming to be utilized by Natrona County school district number one in the delivery of the required educational program.

(b)

For the purposes of the transfer of the facility formerly known as the school for the deaf under this act, the provisions of W.S. 9-2-3204(b)(viii) that require fair market value for the disposition of real property owned by the state valued at fifteen thousand dollars ($15,000.00) or more shall not apply.

(c)

The state construction department and the state building commission shall report to the select committee on school facilities no later than September 1, 2023 regarding the assistance provided under this act.

This act is effective immediately upon completion of all acts necessary for a bill to become a law as provided by Article 4, Section 8 of the Wyoming Constitution
