Committee of the Whole • Representative Heiner
Failed
Plain English: The amendment requires slow-moving vehicles to display both emblems and speed identification symbols, sets specific conditions for when these must be used, and specifies that towing units cannot exceed the lowest indicated speed on any part of the towed unit or its load.
- Adds a requirement for slow-moving vehicles to have both 'slow moving vehicle emblems' and 'speed identification symbols'.
- Specifies conditions under which either or both the towing unit and the towed unit must display these symbols, especially when visibility is obstructed by loads.
- Limits the speed of towing units based on the lowest indicated speed on any part of the towed unit or its load.
- The amendment text includes some unclear instructions that may need further clarification to ensure proper implementation.
SF0074HW002

- Removes the requirement that farm tractors, units of equipment, and farm implements must follow current standards and specifications when using slow moving vehicle emblems.
- Replaces this with a reference to all applicable provisions of Wyoming law.
- The amendment does not specify which specific laws in Wyoming will apply instead, leaving it unclear exactly what requirements would be enforced for these vehicles.
Plain English: The amendment changes the maximum speed limit for farm tractors and equipment from 25 miles per hour to 45 miles per hour when determining if a slow moving vehicle emblem is required.
- Increases the speed threshold from 25 mph to 45 mph for farm tractors, self-propelled units of farm equipment or implements of husbandry, and special mobile equipment that need to display a slow-moving vehicle emblem.
- Updates the requirement for combinations of farm tractors towing equipment or implements to also use a slow-moving vehicle emblem if they operate at speeds not exceeding 45 mph.
