Any state agency

, the Eastern Shoshone Tribe, the Northern Arapaho Tribe or the cooperative tribal governing body
may apply to the committee for participation in emergency insect management programs under this article. Applications shall be filed with the department of agriculture and shall at minimum, substantiate compliance with standards and guidelines established by the committee.
Applicants shall coordinate participation in emergency insect management programs under this article with applicable weed and pest control districts.
Section 2

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution
