General Government –
This bill contains appropriations for executive branch and judicial branch agencies for the FY2025-2026 biennium, provides for duties and conditions relating to these appropriations, redirects revenues for the period of the budget, and provides for reports related to the appropriations. A condensed overview of large agencies and programs follows:
Department of Health –
This bill includes appropriations of $2.233 billion ($992.1 million GF; $1.026 billion FF; $214.7 million OF). The bill includes the ability to carry over up to $70.0 million GF from the 2021-2022 biennium and the 2023-2024 biennium to the 2025-2026 biennium.
K-12 Education –
This bill includes appropriations of $1.880 billion SFP for school districts, including an external cost adjustment for professional and nonprofessional labor, utilities/energy and educational materials. The bill includes $176.1 million SFP for school district major maintenance in the State Construction Department and $338.6 million SFP for school capital construction in Section 313.
Higher Education –
This bill includes appropriations of $268.3 million ($265.5 million GF; $1.9 million FF; and $846,000 OF) to community colleges and appropriations of $503.7 million ($484.7 million GF and $19.0 million OF) to the University of Wyoming. Additionally, the bill appropriates $15.0 million for the Wyoming Innovation Partnership to the Governor’s Office, $93.1 million for major maintenance, $40 million for University of Wyoming research, $4 million for University of Wyoming inflation, $9.3 million Strategic Investments and Projects Account (SIPA) for community college matching funds in Section 312 and $2.5 million GF for higher education scholarships in Section 327.
Department of Corrections –
This bill includes appropriations of $290.1 million ($271.1 GF, $451,529 FF and $18.5 million OF) to the Department of Corrections.
Department of Family Services –
This bill includes appropriations of $328.5 million ($160.8 million GF; $150.7 million FF; and $17.0 million OF) to the Department of Family Services.
Various additional provisions:
Provides for a land exchange between the Military Department and the Board of Land Commissioners pursuant to Section 007, footnotes 3 and 4.
Provides carryover appropriations to the Governor’s Office, Public Defender, State Construction Department, Wyoming Community College Commission, Supreme Court, and University of Wyoming, pursuant to Section 303, effective immediately.

Modifies the distribution of severance taxes and federal mineral royalties for FY 2025 and FY 2026 in excess of the January 2024 Consensus Revenue Estimating Group (CREG) revenue forecast, pursuant to Sections 314 and 315.
Provides an appropriation of $40.0 million GF to the University of Wyoming for research matching funds, pursuant to Section 316.
Provides an appropriation of $9.4 million GF to the University of Wyoming and subsequently the Wyoming Energy Authority to match research grants, pursuant to Section 317.
Provides an appropriation of $5.9 million GF and commensurate appropriations from FF and OF for employee compensation for vacant positions, pursuant to Section 319.

Provides authorization for one (1) charter school in the western half of Wyoming, pursuant to Section 332. The Governor vetoed language specifying this charter school shall be in addition to the four (4) charter schools authorized by law. [Vetoed, in part, by the Governor.]
Reappropriates up to $3.4 million for demolition of storage and replacement of buildings, pursuant to Section 335.
Reappropriates unexpended, unobligated monies from 2023 for purposes of the Riverton state office building renovation project, pursuant to Section 336.
Provides that unexpended, unobligated American Rescue Plan Act direct funds revert and are appropriated to the Governor’s Office, pursuant to Section 341.
Authorizes the Governor to use the fire protection revolving account, public welfare emergency appropriation and to borrow up to $20 million from the LSRA for fire suppression on State Military Department lands, pursuant to Section 343.
Repeals prior Session Laws and deappropriates $89.4 million GF, pursuant to Section 399.
