This law creates a fund to reimburse school districts for costs related to employees possessing firearms on school property.

What This Bill Does

  • Creates an account called the 'firearms on school property account' to hold money from legislative appropriations, grants, gifts, transfers, bequests, and donations.
  • Provides continuous appropriation of funds in this account to reimburse school districts for costs related to employees possessing firearms on school property.
  • Requires schools to apply for reimbursement within one year after spending the money.
  • Authorizes the Department of Education to make rules necessary to implement the act.

Who It Names or Affects

  • School districts that have employees who carry firearms on school property.
  • The Wyoming Department of Education which manages the new account and rules.
  • Taxpayers contributing to the state's general fund.

Firearms on School Property Account

Limits and Unknowns

  • It's unclear how much money will remain in the account after initial reimbursements are made.
  • School districts must follow specific rules and deadlines when applying for reimbursement.

Adopted

Plain English: The amendment changes how school districts can be reimbursed for costs related to firearms on school property and increases the funding amount.

  • Removes specific references to W.S. 21-3-132(c)(iii)(A) and (B) in favor of a more general phrase 'in accordance with the law'.
  • Increases the reimbursement funding from $100,000 to $480,000.
  • Adds language that school districts will not be reimbursed for costs related to firearms on school property.
  • The amendment's text is somewhat unclear about whether it intends to remove reimbursement entirely or just change the conditions under which it occurs. More context would help clarify this point.
