Filed
Plain English: The amendment adds exceptions for people who face reasonable impediments in obtaining required photo ID by allowing them to use alternative documents with a signed attestation.
- Adds new subparagraphs (C) and (D) that allow individuals facing reasonable impediments to obtain acceptable identification through various non-photo documents if accompanied by an attestation.
- Specifies the types of documents that can be used as acceptable identification under these exceptions, such as voter registration certificates, birth certificates, utility bills, mortgage statements, rental agreements, banking statements, and medical billing or insurance benefits statements.
- The amendment text does not specify how verification by the county clerk or secretary of state will be conducted.
- It is unclear what constitutes a 'reasonable impediment' in practical terms.
