All applications for rate recovery and rate cases submitted by a public utility and approved by the public service commission in which the public service commission approved the use or study of carbon capture, utilization and storage technology before the effective date of this act.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
