Subject: Amendments to the Wyoming pipeline authority. Summary/Major Elements: Changes the name of the Wyoming natural gas pipeline authority to the Wyoming pipeline authority. Increases the authority's bonding capacity from $1 billion to $3 billion. Expands the state treasurer's investment authority to invest in pipeline bonds. Changes the fund the State Treasurer may invest from, from the permanent Wyoming mineral trust fund to the legislative stabilization reserve account. Creates the Wyoming pipeline authority investment account.
