Also provides for a study of coalbed natural gas water use and creates a task force (15 members, 4 of which are legislators) to do so. Task force is to report to governor, agriculture and minerals committees. Task force is to be staffed by the governor's office and $250,000 is appropriated to the governor's office for the task force.
