Subject: Provides for administration of and payment for a standardized college entrance exam and job skills assessment test for all eleventh grade students throughout the state. Summary/Major Elements: The bill requires every eleventh grade student in the state to take a standardized, curriculum based, achievement college entrance examination or a job skills assessment test on a date set by the state superintendent of public instruction. Students with an individual education plan may be excused from taking either test at the request of their parent or guardian. School districts must provide the same opportunity to take the tests on the same date as public school students to home school and private school students residing in the district. The bill requires the superintendent to select the tests that will be provided and select a date for administration that would allow students to receive results in time to register for appropriate twelfth grade courses. The superintendent may enter into agreements with administrators of such exams and may adopt rules necessary to ensure compliance with any requirements of the administrators. The college entrance examination shall at a minimum test in the areas of reading, writing and mathematics. The jobs skills assessment test shall at a minimum test in the areas of applied math, reading for information and locating information. The state shall pay the cost of administering one test for each student and the results of the test will be included on each student's transcript. Contains an appropriation of $602,800 to the state superintendent for the fiscal biennium to pay for the tests.
