Subject: Education programs on the Wind River Indian Reservation. Summary/Major Elements: Specifies legislative findings that education programs provided by the Indian tribes on the reservation can address conditions faced by Indian students, which is of benefit to the state; Directs the governor to enter into negotiations with the business councils of the tribes to determine appropriate contractual arrangements for provision of education programs and services for Indian students; Requires the governor to include an amount within his biennial budget for contractual arrangements and requires expenditures be for programs tied to improvement of student performance on the statewide assessment; Bases the budget amount on a per student amount that when nonstate funding sources are considered, is comparable to per student amounts provided to public schools under the block grant school funding model; Prescribes a budget computation utilizing the three reservation public school districts as comparator districts; Imposes annual reporting requirements on the joint business council to the governor, the state superintendent, the joint education interim committee and the select committee on tribal relations; Appropriates $1,049,946 from the general fund to the governor to fund contractual obligations for school year 2007-2008.
