Summary/Major Elements:
This
act:
Establishes a new criminal
offense, the elements of which are:
o
Willful killing of a pregnant
woman;
o
Knowing that the woman is
pregnant;
o
Causing involuntary
termination of the pregnancy without a live birth.
Specifies that the newly
established crime is separate and distinct from the homicide of the pregnant
woman;
Specifies a prison term for
the new crime of 20 years to life in prison.
NOTE: This bill was vetoed by the Governor on March 9, 2007. The veto
message provided in part that the Act would put Wyoming squarely in the middle
of the abortion debate. The message further stated that Wyoming law already
contains many protections for pregnant women.
The Governor's action was taken after the bill summary was initially prepared
and this summary should replace the summary in the bound materials.
