Subject: Creates the Wyoming Cancer Control Act. Summary/Major Elements: This act: Requires the Department of Health to develop a comprehensive cancer control plan addressing prevention, education, early detection, research, data collection, pain management, and rehabilitation; Authorizes the use of the Medicaid program, private contractors, and federal or private funds in implementing the plan; Specifies items for inclusion and emphasis in the plan; Provides for a pilot county cancer resource coordinator program; Requires the Dept. of Health to establish a colorectal cancer screening and prevention program for residents of at least one year with incomes below 250% of the federal poverty guideline. The program shall pay for colonoscopies at the Medicaid rate and shall use payment vouchers and internet eligibility screening; Authorizes the Dept. of Health to create an acute and chronic pain management advisory committee to research and make programmatic and legislative recommendations regarding the treatment and management of patients suffering from acute and chronic pain; Appropriates the following from the general fund to the Dept. of Health: o $1,200,000 for the colorectal screening program; o $120,000 for breast and cervical cancer education, outreach, screening and program management; o $30,000 for the outreach pilot program for medically underserved populations; o $100,000 for the native sisters program for outreach to members of the Shoshone and Arapaho Tribes; o $230,016 for administering the programs created by this act. Comments: Report required from the Dept. of Health to the Joint Labor Committee by Oct. 1 of every odd numbered year regarding plan activities, outcomes, conclusions and goals. NOTE: Final action on this bill was not taken at the time this summary was prepared. Should changes be made to the bill upon final passage an updated summary will be transmitted to all legislators. Action was taken on this bill subsequent to the preparation of the summary appearing in the bound materials. This summary reflects that action and supersedes the summary appearing in the bound materials.
