Subject: Appropriates funds for a study and mental health and substance abuse services, as specified. Summary/Major Elements: The Select Committee on Mental Health and Substance Abuse Services was created in 2005 to study the mental health and substance abuse delivery systems in Wyoming. This bill: o Provides an appropriation to continue the Select Committee's study through December, 2009, to study the potential for a more cost effective and accessible delivery system and to assess the efficiency and efficacy of the Mental Health and Substance Abuse Services Division of the Department of Health; o Amends a previous appropriation for substance abuse treatment residential services to allow use of the appropriation to fund reasonable start up costs and treatment services for new residential programs. Comments: Amends major program amends a $2,131,317.00 appropriation made in 2007 to fund substance abuse treatment residential services to allow use of the funds for start-up costs and treatment services.
