Subject: Amends an exclusion from unemployment insurance coverage for newspaper carriers. Summary/Major Elements: Current unemployment compensation law exempts services by individuals under age 18 who distribute or deliver newspapers. This act also exempts direct sellers or independent contractors of any age who distribute or deliver newspapers if their pay is related to sales, not hours worked, and the individual performs the services under a written contract which specifies the individual will not be treated as an employee for federal tax purposes.
