Subject: State Administrative Code and Rules Data Base. Summary/Major Elements: The act requires the Secretary of State to compile an administrative code containing state agency rules. The Code must be available on the internet and updated after the effective date of newly filed or amended rules. The act also requires the Governors Office, with the cooperation of the Secretary of State and the Chief Information Officer, to develop a state rules data base system and to study the feasibility of including electronic notice to users of changes to rules and links to historical amendments. Comments: The act allows the Governor to appoint a task force to assist in the development and implementation of the state rules data base. The act requires the Governors Office to report to the Joint Appropriations Committee and Management Council by October 1 st of 2014 and 2015 on the progress and budget for completing the administrative code and rules data base.
