Subject: Addresses state/local public health nursing responsibilities. Summary/Major Elements: This act: Creates W.S. 35-1-242, authorizing the Department of Health to enter into memoranda of understanding (MOU) with counties and joint powers boards regarding the organization, management, delivery and financing of public health nursing services; Allows counties to choose to provide public health nursing through state employed nurses, county employed nurses or a combination; Provides that the MOU may: o Specify issues regarding work hours and supervision of state-employed nurses; o Specify state and county contributions of financing and physical resources; o Provide for transfer of county employed nurses to state AWEC positions, and authorizes AWEC positions to the Department of Health for this purpose. Itemizes the alternative methods of providing public health nursing services using state and local resources and employees; Requests the Wyoming County Commissioners Association form a task force to develop recommended legislation governing the provision, management and financing of public health nursing services. Report required: Commissioners task force recommendations to the Joint Labor, Health and Social Services Interim Committee by October 1, 2015. Appropriation: $500,000 GF to Department of Health for public health nursing services in those counties not previously using state employee nurses but entering into an MOU under this act. Repeal Date: W.S. 35-1-242 created by this act is repealed effective June 30, 2016.
