A BILL FOR AN ACT relating to the Nebraska Political Accountability and1
Disclosure Act; to amend section 49-1401, Revised Statutes2
Cumulative Supplement, 2024; to provide a limit on contributions3
made to a candidate committee as prescribed; to provide for4
adjustments; to harmonize provisions; and to repeal the original5
section. 6

Section 1. Section 49-1401, Revised Statutes Cumulative Supplement,1
2024, is amended to read: 2
49-1401 Sections 49-1401 to 49-14,142 and section 2 of this act3
shall be known and may be cited as the Nebraska Political Accountability4
and Disclosure Act. 5
Sec. 2. (1) Beginning January 1, 2027, no person shall make one or6
more contributions to a candidate committee totaling more than three7
thousand five hundred dollars during an election period. A candidate8
committee shall, within ten days after receipt, refund any contribution9
from a person which exceeds a total of three thousand five hundred10
dollars received during an election period from such person and report11
such contribution on subsequent campaign statements disclosing the name12
and address of the contributor, the amount received, the date of receipt,13
and the date returned. This section does not apply to a candidate's own14
personal funds contributed to that candidate's candidate committee.15
(2) Beginning January 1, 2029, and every two years thereafter, the16
limitation provided for in subsection (1) of this section shall be17
adjusted to be equal to the then current limitation adjusted by the18
cumulative percentage change in the Consumer Price Index for All Urban19
Consumers published by the Federal Bureau of Labor Statistics for the20
two-year period preceding the adjustment date. The amount shall be21
rounded to the nearest multiple of one hundred dollars.22
(3) For purposes of this section, election period means the calendar23
year of the election. 24
Sec. 3. Original section 49-1401, Revised Statutes Cumulative25
Supplement, 2024, is repealed. 26
