A BILL FOR AN ACT relating to the Nebraska Political Accountability and1
Disclosure Act; to amend section 49-1446.02, Reissue Revised2
Statutes of Nebraska; to change provisions relating to prohibited3
expenditures by committees; and to repeal the original section.4
Be it enacted by the people of the State of Nebraska,5

Section 1. Section 49-1446.02, Reissue Revised Statutes of Nebraska,1
is amended to read: 2
49-1446.02 Notwithstanding any other provision of the Nebraska3
Political Accountability and Disclosure Act, no committee shall make4
expenditures expend funds for the purchase or payment of:5
(1) Clothes or medical or dental expenses of a candidate or the6
members of his or her immediate family; 7
(2) Installment payments for an automobile owned by a candidate;8
(3) Mortgage or rental payments for a permanent residence of a9
candidate; 10
(4) The satisfaction of personal debts, including installment11
payments on personal loans, except campaign loans subject to reporting12
required by subsection (2) of section 49-1456; 13
(5) Personal services, including the services of a lawyer or14
accountant, except campaign services subject to reporting pursuant to the15
provisions of section 49-1455; or 16
(6) Office supplies, staff, or furnishings for the public office for17
which an individual is a candidate for nomination or election except as18
set out in subsection (2) of section 49-1446.01; .19
(7) In the case of a ballot question committee, the purpose of20
influencing or attempting to influence the action of voters in assistance21
of or in opposition to the nomination or election of a candidate; or22
(8) In the case of a candidate committee, goods, materials,23
services, or facilities on behalf of a ballot question committee,24
including, for the purpose of receiving a lower rate on advertisements,25
the broadcast of advertisements which were produced by the ballot26
question committee but paid for by the candidate committee. This27
subdivision shall not prohibit a candidate or candidate committee from28
expressing a position or opinion in support of or in opposition to a29
ballot question or initiative or referendum petition.30
