A BILL FOR AN ACT relating to the Motor Vehicle Operator's License Act;1
to amend section 60-462, Revised Statutes Cumulative Supplement,2
2024; to define a term; to require commercial motor vehicle driver3
training to include antitrafficking training as prescribed; to4
provide powers and duties for the Attorney General; and to repeal5
the original section. 6

Section 1. Section 60-462, Revised Statutes Cumulative Supplement,1
2024, is amended to read: 2
60-462 Sections 60-462 to 60-4,189 and section 2 of this act shall3
be known and may be cited as the Motor Vehicle Operator's License Act.4
Sec. 2. (1) For purposes of this section, commercial motor vehicle5
driver training means any training course or educational program that is6
offered in this state for the purpose of teaching or training any person7
how to operate a commercial motor vehicle. 8
(2) The curriculum for any commercial motor vehicle driver training9
that begins on or after January 1, 2027, shall include a minimum of10
thirty minutes of antitrafficking training as prescribed by the Attorney11
General. 12
(3)(a) No later than December 1, 2026, the Attorney General shall13
prescribe the curriculum and training materials for the antitrafficking14
training that is required under subsection (2) of this section.15
(b) The Attorney General shall review and update such curriculum and16
training materials at least once every three years to account for changes17
and trends in human trafficking. 18
(4) The Attorney General may collaborate with any organization that19
specializes in and offers training materials about the recognition,20
prevention, and reporting of human trafficking for commercial motor21
vehicle drivers. 22
(5) The Attorney General may adopt and promulgate rules and23
regulations to carry out this section. 24
Sec. 3. Original section 60-462, Revised Statutes Cumulative25
Supplement, 2024, is repealed. 26
