A BILL FOR AN ACT relating to neighborhoods; to create a pilot program1
for neighborhood data collaboratives; to define terms; and to2
require a report. 3

Section 1. (1) For purposes of this section: 1
(a) Neighborhood association means a resident-led organization2
representing a defined geographic area; 3
(b) Neighborhood data collaborative means a partnership among4
neighborhood associations, nonprofits, and regional planning5
organizations that uses data to support community-identified priorities;6
(c) Pilot program means a time-limited initiative designed to test7
implementation models and inform future policy; and8
(d) Regional planning organization means a metropolitan or regional9
planning entity, including the Metropolitan Area Planning Agency, the10
South Central Economic Development District, or similar organizations.11
(2) This section authorizes funding from the Department of Health12
and Human Services for up to five neighborhood data collaborative pilot13
programs. Pilot sites should reflect geographic and community diversity14
and demonstrate readiness for implementation. 15
(3) Each neighborhood data collaborative pilot program shall16
demonstrate shared governance and resident leadership and shall include:17
(a) At least one regional planning organization;18
(b) At least one local nonprofit organization; and19
(c) At least three neighborhood associations.20
(4) Neighborhood data collaborative pilot program funds shall be21
used for technology and data tools, community engagement, resident data22
training, staffing, coordination, and evaluation activities. Funds are23
intended to support implementation rather than planning alone.24
(5) Each neighborhood data collaborative pilot program shall submit25
an annual report to the Legislature electronically. Each report shall26
include activities, outcomes, resident participation, lessons learned,27
and recommendations for scalability. 28
(6) It is the intent of the Legislature to appropriate $250,000 to29
the Department of Health and Human Services for the purposes of carrying30
out this section. 31
