A BILL FOR AN ACT relating to the Game Law; to amend section 37-420,1
Revised Statutes Cumulative Supplement, 2024; to provide for the2
issuance to certain veterans of a combination hunting and fishing3
permit and certain stamps; and to repeal the original section.4
Be it enacted by the people of the State of Nebraska,5

Section 1. Section 37-420, Revised Statutes Cumulative Supplement,1
2024, is amended to read: 2
37-420 (1) Any veteran who is a legal resident of the State of3
Nebraska shall, upon application and without payment of any fee, be4
issued a combination fishing, fur-harvesting, and hunting permit, habitat5
stamp, aquatic habitat stamp, and Nebraska migratory waterfowl stamp if6
the veteran: 7
(a) Was discharged or separated with a characterization of honorable8
or general (under honorable conditions); and 9
(b)(i) Is rated by the United States Department of Veterans Affairs10
as fifty percent or more disabled as a result of service in the armed11
forces of the United States; or 12
(ii) Is receiving a pension from the department as a result of total13
and permanent disability, which disability was not incurred in the line14
of duty in the military service. 15
(2) Any veteran who is a legal resident of the State of Nebraska16
shall, upon application and with payment of a fee of ninety dollars for a17
special three-year permit or one hundred thirty-five dollars for a18
special five-year permit, be issued a combination fishing and hunting19
permit, habitat stamp, aquatic habitat stamp, and Nebraska migratory20
waterfowl stamp if the veteran: 21
(a) Was discharged or separated with a characterization of honorable22
or general (under honorable conditions); and 23
(b) Is rated by the United States Department of Veterans Affairs as24
ten percent or more disabled as a result of service in the armed forces25
of the United States. 26
(3) (2) If disabled persons are unable by reason of physical27
infirmities to hunt and fish in the normal manner, the commission may28
issue special permits without cost to those persons to hunt and fish from29
a vehicle, but such permits shall not authorize any person to shoot from30
any public highway. 31

(4) (3) All permits issued without the payment of any fees pursuant1
to this section shall be perpetual and become void only upon termination2
of eligibility as provided in this section. 3
(5) (4) The commission may adopt and promulgate rules and4
regulations necessary to carry out this section. 5
(6) (5) Permits issued under subdivision (3) of this section as it6
existed prior to January 1, 2006, shall not expire as provided in7
subsection (1) of section 37-421. 8
Sec. 2. Original section 37-420, Revised Statutes Cumulative9
Supplement, 2024, is repealed. 10
