A BILL FOR AN ACT relating to funds; to amend sections 81-2,237 and1
81-1213.03, Reissue Revised Statutes of Nebraska; to provide for a2
transfer of money from the Panhandle Improvement Project Cash Fund3
to the Animal Damage Control Cash Fund; to state legislative intent;4
and to repeal the original sections. 5

Section 1. Section 81-2,237, Reissue Revised Statutes of Nebraska,1
is amended to read: 2
81-2,237 (1) There is hereby created the Animal Damage Control Cash3
Fund. Such fund shall be administered by the Department of Agriculture.4
The fund shall consist of funds received from any source to carry out the5
animal damage control program pursuant to section 81-2,236. Any money in6
the fund available for investment shall be invested by the state7
investment officer pursuant to the Nebraska Capital Expansion Act and the8
Nebraska State Funds Investment Act. 9
(2) It is the intent of the Legislature to appropriate twenty-six10
thousand dollars for fiscal year 2026-27 from the Animal Damage Control11
Cash Fund to the Department of Agriculture to carry out the animal damage12
control program pursuant to section 81-2,236. 13
Sec. 2. Section 81-1213.03, Reissue Revised Statutes of Nebraska, is14
amended to read: 15
81-1213.03 (1) The Panhandle Improvement Project Cash Fund is16
created. The fund shall be administered by the Department of Economic17
Development. The fund shall consist of funds transferred by the18
Legislature. Transfers may be made from the Panhandle Improvement Project19
Cash Fund to the Animal Damage Control Cash Fund at the direction of the20
Legislature. Any money in the fund available for investment shall be21
invested by the state investment officer pursuant to the Nebraska Capital22
Expansion Act and the Nebraska State Funds Investment Act.23
(2) The fund shall be used for grants for the following purposes:24
(a) A grant to a county in the third congressional district that25
owns and operates the county fairgrounds for renovation to the26
fairgrounds. A grant under this subdivision shall be limited to nine27
hundred ninety-five thousand dollars; and 28
(b) A grant to a village with a population of less than ten persons29
for renovation to a community facility that serves the surrounding rural30
area. A grant under this subdivision shall be limited to five thousand31

dollars. 1
(3) The Department of Economic Development shall develop criteria2
for grant applications pursuant to this section. 3
(4) The State Treasurer shall transfer any unobligated money that4
remains in the Panhandle Improvement Project Cash Fund to the Animal5
Damage Control Cash Fund as soon as administratively practicable on or6
after July 31, 2026. 7
Sec. 3. Original sections 81-2,237 and 81-1213.03, Reissue Revised8
Statutes of Nebraska, are repealed. 9
