A BILL FOR AN ACT relating to public health and welfare; to create the1
Rural Health Transformation Program. 2
Be it enacted by the people of the State of Nebraska,3

Section 1. (1) The Rural Health Transformation Program is created.1
The purposes of the program are to: (a) Improve health care access,2
quality, and outcomes by transforming the health care delivery ecosystem;3
(b) support rural health innovations and new access points to promote4
preventative health and address root causes of diseases; (c) help rural5
providers become long-term access points for care by improving efficiency6
and sustainability; (d) attract and retain a high-skilled health care7
workforce by strengthening recruitment and retention of health care8
providers in rural communities; (e) grow innovative care models to9
improve health outcomes, coordinate care, and promote flexible care10
arrangements; and (f) foster use of innovative technologies that promote11
efficient care delivery, data security, and access to digital health12
tools by rural facilities, providers, and patients.13
(2) It is the intent of the Legislature to appropriate XXX in14
federal funds received from the federal Centers for Medicare and Medicaid15
Services to the Department of Health and Human Services for the purposes16
of the Rural Health Transformation Program, which shall only be used for17
such purpose. 18
