A BILL FOR AN ACT relating to the Nebraska Political Accountability and1
Disclosure Act; to amend section 49-1401, Revised Statutes2
Cumulative Supplement, 2024; to provide a limit on contributions3
made to a candidate or ballot question committee as prescribed; to4
provide for adjustments; to harmonize provisions; and to repeal the5
original section. 6

Section 1. Section 49-1401, Revised Statutes Cumulative Supplement,1
2024, is amended to read: 2
49-1401 Sections 49-1401 to 49-14,142 and section 2 of this act3
shall be known and may be cited as the Nebraska Political Accountability4
and Disclosure Act. 5
Sec. 2. (1) Beginning January 1, 2027, no person shall make one or6
more contributions to a candidate or ballot question committee totaling7
more than three thousand five hundred dollars during an election period.8
A candidate or ballot question committee shall, within ten days after9
receipt, refund any contribution from a person which exceeds a total of10
three thousand five hundred dollars received during an election period11
from such person and report such contribution on subsequent campaign12
statements disclosing the name and address of the contributor, the amount13
received, the date of receipt, and the date returned. This section does14
not apply to a candidate's own personal funds contributed to that15
candidate's candidate committee. 16
(2) Beginning January 1, 2029, and every two years thereafter, the17
limitation provided for in subsection (1) of this section shall be18
adjusted to be equal to the then current limitation adjusted by the19
cumulative percentage change in the Consumer Price Index for All Urban20
Consumers published by the Federal Bureau of Labor Statistics for the21
two-year period preceding the adjustment date. The amount shall be22
rounded to the nearest multiple of one hundred dollars.23
(3) For purposes of this section, election period means the calendar24
year of the election. 25
Sec. 3. Original section 49-1401, Revised Statutes Cumulative26
Supplement, 2024, is repealed. 27
