A BILL FOR AN ACT relating to the State Procurement Act; to amend section1
73-815, Revised Statutes Cumulative Supplement, 2024; to change2
provisions relating to requirements for an emergency contract; and3
to repeal the original section. 4
Be it enacted by the people of the State of Nebraska,5

Section 1. Section 73-815, Revised Statutes Cumulative Supplement,1
2024, is amended to read: 2
73-815 Except as provided in section 73-813, all proposals for sole3
source contracts for services in excess of fifty thousand dollars shall4
be preapproved by the division except in emergencies. In case of an5
emergency, contract approval by the state agency director or his or her6
designee is required. Copies A copy of the contract and state agency7
justification of the emergency shall be provided to the Director of8
Administrative Services and the Auditor of Public Accounts within three9
business days after contract approval. The state agency shall retain a10
copy of the justification with the contract in the state agency files.11
The Director of Administrative Services shall maintain a complete record12
of such sole source contracts for services. 13
Sec. 2. Original section 73-815, Revised Statutes Cumulative14
Supplement, 2024, is repealed. 15
