LEGISLATIVE RESOLUTION 475

PURPOSE: The purpose of this resolution is to propose an interim study to
conduct a comprehensive review of state funding provided to nonprofit
organizations. The study aims to promote transparency, accountability, and
effective stewardship of state resources.
The study shall include, but not be limited to, the following:
(1) Identifying all organizations that receive state funding and that are
exempt from taxation under section 501(c)(3) of the Internal Revenue Code;
(2) Reviewing state funding sources that provide funds to such
organizations;
(3) Articulating the purpose for which such state funds are awarded or
granted;
(4) Identifying the amount of such state funds and qualification standards
for receiving such state funds;
(5) Examining allowable uses of state funds received by nonprofit
organizations;
(6) Analyzing oversight and traceability of state funds received by
nonprofit organizations; and
(7) Reviewing the return on investment of state funds received by
nonprofit organizations.
NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THE ONE HUNDRED NINTH
LEGISLATURE OF NEBRASKA, SECOND SESSION:
1. That the Appropriations Committee of the Legislature shall be
designated to conduct an interim study to carry out the purposes of this
resolution.
2. That the committee shall upon the conclusion of its study make a report

of its findings, together with its recommendations, to the Legislative Council
or Legislature.
