Subject: Authorization for the Quebec 1 missile alert facility as a seasonal state historic site. Summary/Major Elements: This bill authorizes the Department of State Parks and Cultural Resources, in consultation with the Governor and the Attorney General , to negotiate a lease or use agreement with the United States Air Force for the operat ion of the Quebec 1 missile alert facility as a seasonal historic site upon fulfillment of the following requirements: The Department hold a public hearing to receive input on the advisability of proceeding with the lease or use agreement; An environmental baseline survey be completed; The Department report the findings of the hearing and the results of the survey to the Joint Travel, Recreation, Wildlife and Cultural Resource Interim Committee and the Governor. This bill authorizes the Governor , if it is in the best interests of the S tate , to negotiate the terms of the transfer of the Quebec 1 missile alert facility upon fulfillment of the following requirements: The Department hold a public hearing to receive input on the advisability of proceeding with the transfer; The terms of the transfer require the United States Air Force or other appropriate agency to retain liability for all environmental, closure and reclamation obligations that exist as of the date of the potential transfer. This bill appropriates a total of $175,000 from the G eneral F und to the Department for site interpretation, plans and exhibits, capital improvements and equipment necessary for the Quebec 1 missile alert facility.
